What's in a Baxter Homes Price: San Joaquin County, CA

Buying a modular home in Manteca, Stockton or San Joaquin County? See what Baxter Homes handles, from permits to installation, and what to ask any dealer.

10/26/2026

If you own land in Manteca, Stockton or elsewhere in San Joaquin County and you're pricing a new factory-built home, you'll quickly learn that the price of the house is only one piece. Permits, the foundation, delivery, installation and site improvements all add up. Here's a look at what Baxter Homes in nearby Salida handles as both a home retailer and a licensed contractor, what's listed on its site, and the questions to ask any dealer before you compare quotes.

Retailer and contractor under one roof

Many home dealers sell you the house and leave the rest to you. Baxter Homes, Inc. works differently. The family-owned business, which says it has over 30 years of experience in the modular home industry, is both a full-service modular home retailer and a general contractor. On its website, Baxter describes itself as a one-stop shop "offering everything from pulling your permits to the delivery and installation of your new home."

Baxter also says it manages your entire project in-house, from start to finish. That matters because every handoff between a dealer, a separate contractor and a separate installer is a place where costs and timelines can slip.

The licenses behind the work

Baxter Homes holds a C-47 manufactured home contractor's license and a general building contractor's license, and lists License No. 1057475 and Dealer License DL1113076 on its site.

California's Contractors State License Board explains that a C-47 General Manufactured Housing Contractor installs, alters, repairs or prepares for moving manufactured homes, including accessory structures and foundations. The same classification may provide utility services on a single-family individual site placement, meaning the connection of gas, water, sewer and electrical utilities to the home. When you compare dealers, it's fair to ask who will actually install your home and what license they hold.

What Baxter Homes says it handles

Based on what Baxter publishes on its website, a Baxter project can cover:

  • Design. Custom design of modular homes, ADUs and tiny homes, with an online design studio to visualize and quote your home.
  • Permits. Baxter says it pulls your permits.
  • Delivery and installation. The home is delivered and installed by the same company that sold it to you.
  • Site improvements. Baxter lists septic systems, wells, power poles, driveways, access roads and even landscaping.
  • Project management. The whole project is managed in-house, start to finish.

Every property is different, so which of these your project needs, and what each one costs, belongs in a written proposal for your land. Baxter's site doesn't publish a list of what its listed home prices include, so ask the team to spell out what's in the home price and what's priced separately for your site.

Listed home prices to start from

Baxter posts prices for its featured homes. The company sells Skyline homes built locally in Woodland, California. The Elmore Bay (A) is listed at $130K for 3 bedrooms, 2 baths and 1,026 sq ft (23'4"x44'). The Drakes Bay from the Stone Harbor line is listed at $188K for 3 bedrooms, 2 baths and 1,600 sq ft (26'8"x60'). The Orchid 64 is listed at $227K for 4 bedrooms, 2 baths and 1,680 sq ft (26'4"x64'). The site also shows an estimated monthly figure for each, so ask how that estimate is calculated for your situation.

Permits in San Joaquin County

If your land is in unincorporated San Joaquin County, the county's Community Development Department says a permit is required to install a manufactured home, and applications go through the county's Online Permitting System. The county's submittal list includes foundation drawings, a scaled site plan showing property lines, easements, well and septic, the installation manual, a floor plan, marriage line drawings and calculations, and a skirting detail. Homes that will become real property need additional forms and proof of land and home ownership. If your lot is inside city limits, such as in Manteca or Stockton, check with that city's building department instead.

That list is a good reminder of why a dealer that pulls permits and handles installation can save you time.

Questions to ask any dealer

When you compare quotes, ask: Does the price include delivery to my address and installation? Who pulls the permits, and are permit fees included? What foundation is included? Which site improvements, like septic, well, power or driveway, are in the quote, and which are allowances? Who holds the contractor's license for the installation?
